Information about members insured by Health insurers is to understand the enrolment dynamics and premiums. It can also be used to create a more timely and accurate health population estimate than is currently available.
A workshop was held on June 27 with Insurance representatives to discuss the new data set (shown below). The revised workshop materials are available here
07-06-27 Insurance Submission workshop.pdf
The engaging workshop brought out the willingness of insurers to contribute innovative solutions, e.g., on how to achieve the most innovative and pragmatic solution for defining a secure primary key.
To continue the conversation, comments and suggestions are welcome and invited, particularly on
What suggestions/thoughts do you have to improve the data set?
Suggestions brought up at the workshop concerning the unique ID included
- Use two initials of the member in addition to sex, nationality and date of birth
- Use residence visa number -- although this number changes, the immigration department has a record of how they fit together. The question is whether this will be technically, practically and legally feasible
- Use the family book as an unchanging number for nationals
- Use unique Insurance IDs and create a 'clearing house' between insurers
What data/statistics would you be interested in receiving?
Early thoughts were around
- Receive a copy of the encrypted key generated
- Basic demographics of insured population (as compared to census)
- Basic market share information
- Number of members
- Value of gross premiums
The data set will also allow more sophisticated analyses like calculating the age-sex adjusted risk member risk profile compared to the population
